1. What Are HEMA & TPO?

HEMA (Hydroxyethyl Methacrylate): a bonding ingredient that helps gel polish last longer.
TPO (Trimethylbenzoyl Diphenylphosphine Oxide): a photoinitiator that ensures gel cures properly under UV/LED light.
Both are widely used in professional nail products worldwide.

2. How Are They Regulated?

In the United States, cosmetic products are regulated by the FDA under the Federal Food, Drug, and Cosmetic Act. Both HEMA and TPO are permitted when used at professional concentrations.

The Cosmetic Ingredient Review (CIR) expert panel has reviewed these ingredients and found them safe for use in gel nail products when applied as directed.

The EU applies stricter “precautionary” rules, but this does not mean the products are unsafe in the U.S.; it reflects different regulatory philosophies.

3. Safety Evidence

When cured correctly under UV/LED light, residual levels of HEMA and TPO are minimal and locked inside the hardened gel.
The nail plate is a natural barrier, meaning these ingredients do not easily penetrate.
Most adverse reactions reported are linked to improper use (such as uncured gel touching the skin), not to properly cured services.
